My new computer build can't install Windows.

Hey guys and Merry Christmas,
I got a bit of a problem here, yesterday I bought a computer, well technically I bought the parts for it and I build it myself, and when it was all set up I couldn't install windows, doesn't matter which one, 7 or 8, the screen froze and the keyboard didn't work.
So I wondered why since I kind of paid 400 pounds for it and it would be a shame to not be worth I would like you guys to help me if you could.

So here are the specs:
-GPU Saphire Radeon R9 280 OC With Boost Dual X 3GB DDR5 385Bit
-Processor Intel Core i5-4440 3,1GHz
-HDD Seagate Barracuda 1TB 7200RPM SATA3
-CPU Asus H81M-K
-Memory Micron Crucial 4GB DDR3 1600MHx CL11 Single Ranked
-Source Segotep Raynor Power 650W
-DVD writer LG GH24NSC0 Bulk Black
-Case DeepCool Tesseract BF Black
-mouse and keyboard segotep colorful

Maybe some of these parts are incompatible, anyways if you guys could help me that would be glorious, also Merry Christmas again.

I'd suspect bad install media. Where did you get it?
Or, possibly a bad RAM stick.

For Windows 7, during the installation when I choose a language it freezes, the keyboard, the screen and the mouse.

 

And it alway happens at that point? All fans running? Bios set to default? Devices like hdd and dvd drive identified in bios? Try to install with the monitor connected to the onboard gpu and take the Radeon out.

I don't really know how to be more specific, the pc loads up, I get the windows 7 install, and when it comes to the language options, it freezes completely, I can't move the mouse, can't use the keyboard and the screen is frozen.
