Question My new Pc parts don't feel like they are doing what they are supposed too

about a month ago i got a whole new pc new everything and i just dont feel like im getting the frames im supposed to because i notcied it more recently when i got the game Elder Scrolls Online and and i should be out preforming that game by a long shot but when im in big area my fps drop to 60 i also have a 165hz freesync monitor (Because i have a rx 5700 xt and ryzen 5 3600) and it doesnt seem to smooth my gameplay when i drop fps and i also feel like i get stutters in alot of games. i did a benchmark called Unigine Superposition v1.1 and on the first test i 1080p high settings and the second i did extreme settings

These are my scores
High settings -Score 12189, Fps min- 73.08 ,Fps Avg 91.17, Fps Max 108.11
Extreme settings- Score 5100, Fps min-30.92, Fps Avg 38.15, Fps Max 44.84

Hopefully nothing wrong and everything is running fine

user benchmark said my Gpu is Performing below potential (38th percentile) so i switch to a rtx 2070 super?
