I recently went on Newegg for a customer who wanted a budget friendly computer that is quick for web browsing only...before I hand over the computer I take it through my "test derive process" to make sure it is 100% for the customer and that is when I realized that the computer is slow....the slowest I've ever seen.I have never had this happen but here are the specs thanks

windows 7 for the OS and I added a extra 4gb of ram that was laying around to see if it would help and it actually did.....A LITTLE.
Yes, I know these specs aren't great but my customer only needs something that can browse the internet quickly. I cant open internet explorer without it(IE) crashing right away.
