Question My Newly built Gaming PC switches off one time before booting

Hi there I have built my new gaming PC successfully and using it for the past 3-4 days
Specs
Asus 2080ti oc
I7 9700K @3.6Ghz
8GB *2 3600Mhz Ram
Asus maximus xi Hero Mobo
Acer predator 27 Inch 144 HZ Monitor
Corsair 850 W Psu (full modular)
Corsai RGB LL 120 (3 Fans) ML 140 (2 fans)

So the very first time i switched on my pc after building, system automatically switched off and on 2-3 times before booting successfully.I have read that it is normal for any system to do that.
But after that every time i switch on my system,it is switching on for 2 seconds AND all my RGB fans are lighting up before switching off .After that system, automatically lights on and successfully boots up quickly.There is no problem after booting and i am able to play all games at ultra settings and nothing concerns me. But this is happening every time i switch on the system. (for 1-2 seconds the fans light up and start to spin before switching off and automatically they switch on again successfully boots up) Is there any reason to worry in my case???

Yes this happens when i completely switch my power off!!! When i do a restart or just a power off without completely switching it off, its fine. This happens only on a cold power on which i do every time because the lighting on my graphic card and some other mobo lighting doesn't go away unless i completely switch it off.
Is this normal?? If yes why this is happening every time? (I have updated my BIOS to latest revision today)
Kindly suggest something to take care off
