So I am upgrading the main components of my Gaming PC which I originally built 2 and a half years ago. I was wondering what you guys think about this build, mainly about the bottleneck potential between the CPU and GPU. I was considering a 2070 instead but it seemed that the CPU would bottleneck it too much and the performance difference would be negligible in comparison to the $150 more that it would cost over the 2060. Additionally I was wondering if it is worth it to get liquid cooling in case I want to overclock my CPU. I have not in the past, but after having a PC for a while I am considering it.

Looks OK but have nothing to compare to to see how much of an improvement would be.
Razen 2700x would not bottleneck even best 2080 let alone 2060 or 2070. If you don't intend to OC Ryzen (much), original cooler which come with it would do fine. What's the hurry ? If it gets too hot, you can always switch later. I would put that money into faster memory, 3200MHz at least. That would do much more good.
 
You'll probably get about a 10% improvement upgrading the RAM or the GPU to the 2070. You really need to go up two steps on the GPU to see a large improvement. You can get a rough estimate here, for which I selected high settings (you can change it):

I agree with Count Mike on the aftermarket cooler. I have a 2700x (@4.2ghz) with the wraith prism cooler and it seems to keep up just fine and looks great doing it.
