cpu: i7-12700k
Gpu: rx 6750xt
Mobo: Msi b760p ddr4 II
psu: msi mag a650bn
ram: corsair vengence ddr4 16gb
ssd: crucial p3 1tb ssd
cpu cooler: thermalright peerless assassin 120 se
case: corsair 3000d airflow argb
os: windows 11 pro
monitor: koorui 240hz and koorui 165hz

i built this midrange pc when i got the parts all for christmas because i was having issues, fps half of what it should be in nearly all games, it instantly wasnt performing the same as what my friends had and what id seen on benchmarks. I took it to a shop to get it fixed and the guy identified some issues and changed the bad parts with new ones i now am completely stumped as to why its so bad even after going through EVERY possible test and idea. pls help

Welcome to the forums, newcomer!

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

For the sake of relevance, do your friends have the exact same specs to your build? What games are you taxing the system with?

What parts were replaced...?

Try and use DDU in Safe Mode to remove all GPU drivers(Intel, AMD and Nvidia), then manually install the latest GPU driver sourced from AMD's support site in an elevated command, i.e, Right click installer>Run as Administrator.

monitor: koorui 240hz and koorui 165hz
Both together?!
I've heard people having issues with multi monitor setups that had different Hz.
I would try with only one monitor connected just to rule out a problem with that.

Maybe before that make sure that you actually play the games at 165 or 240Hz.
Also sometimes windows doesn't get the memo and might default to 60Hz ,go to windows and enable dynamic refresh rate.

both of my refresh rates are set to the highest that they can be and in game don't change either
