Question My pc is acting weird

sorry if this is the wrong section im not sure where to post this didn't find a proper section
my pc has been acting weird recently, the internet goes down for some odd reason for a few seconds then
it gets connection again.

today it happened again but the connection wouldn't come back
i checked my router and it had signal and also my phone.
i troubleshooted the problem on windows and it said it wouldn't get a correct getaway and IP.
so i decided to turn off PC, but it wouldn't turn off at all, i had to hold the power button.
when i turned it on again i got this.

i pressed f1 and went to bios but didn't change anything. then it booted.
i wasn't getting internet connection again, i did the troubleshoot and told me the ethernet cable
was damaged, it wasn't. i unplugged and plugged the cable again and i got my connection back

i cleaned the PC recently and changed the cpu thermal paste.
what's happening?
 
hardware failing?
full system spec? include make and model of the psu

PSU: Corsair CX 850M
SSD: 1x samsung evo 250gb 1x kingston kc400 512gb
CPU: intel i7-8700k
motherboard: asus tuf z370-pro gaming
RAM: 2x HyperX 16gb DDR4

Did the issues started after you cleaned it changed the thermal paste?

Disable Fast Startup on Windows, since sometimes it hangs saving info to the RAM
Post system components

the issues were there before
 
In which SSD is Windows installed?
Did you installed Windows while they were both connected to the motherboard?
If you did, you might want to re-install Windows while only one disk is connected.
If you haven't test your RAM with Memtest86 free version.

sorry for late reply, the windows was installed on only 1 of the SSDs. the other one i keep
for additional storage i made a memtest here is the result

USB troubles?, never seen three keyboards connected at the same time.

no idea, i also noticed that idk why it happened
 
Disconnect all connections (USB, I/O, etc) going from the case to the motherboard. Just leave connected the power button wire.
Make sure to power off and disconnect power cord when working inside the computer. Also press the power button several times to discharge capacitors.
Test and see if the issue is still present.
How long it took after building the PC to the issue appear?
