My pc is blocking my internet speed?

I'm paying for the 300mb download, 30 uploads. Im currently getting my 30 uploads no problem. I have my ISP come out to check anything and everything. There side is getting up to 1GB of speed. The tech was able to log into my WiFi off his phone and was getting anywhere above 350mb+. I as well am getting 350+ on my wifi through said phone. Is there something blocking my speed? I also barely hit 4mb/sec through blizzard when I should be getting much more than that?

Had the pc build for about a year. The internet speed deflation just started about 3 weeks from what I noticed.
Was unsure if maybe Windows 10 updates messed something up. I dont touch anything outside of downloading games for the most part. I also stream if that has anything to do with it

Most likely your wifi only supports 350 speed max (wifi n)

using the 2.4 or the 5Ghz on the mobo Wifi?

I'm hardwired into my Mobo. hardwired im briefly sitting at 180mb. It literally wont go higher or lower. My ping is 13 every single time.
We tested out the wifi though which is where I was hitting 350+. I used to always get my 350+ hardwired, now it's not. In steam, i just downladed a 3.8gb game at 44MB/s.

In blizzard im trying to download Destiny 2. Its getting 2.50MB/s.
