My pc is exhausting cool air, is this normal?

I just built my gaming pc a few days ago and I used the corsair 200r, it came with an intake fan in the front and an exhaust fan in the back. I added an exhaust fan at the top and an intake fan at the bottom of the case. When I put my hand of the two exhaust fans I can feel cold air, I mean it's really cold, shouldn't those back and top exhaust fans exhaust the hot air from the pc? I haven't played any games on it yet so maybe when I am using the pc for normal web browsing it doesn't get hot so it exhaust the cool air that's in the case, but if this happens even when the cpu and gpu temperatures are high should I be concerned?

Ding ding ding! You aren't generating any heat in that situation as your CPU is likely scaled down (due to a light processing load) and your GPU isn't really doing much. Even while gaming heavily, you may only feel slightly warm air being exhausted. Keep an eye on your max temps while gaming / stress testing, but you likely have nothing to worry about.
 


So even if I don't monitor the cpu and gpu temperatures I'll know when my pc starts to get too hot if it begins exhausting hotter air
