Question My PC is messing up since I change out my cpu fan for a water cooler and changed cases?

I took my pc apart to put it in to a new case I put it into the new case. Now it won't work so I put it back into my old case again and it still will not work.
I was putting it into a new case that I got for Christmas plus adding on a water cooler. At first I thought it was that I didn't have enough power but that's not it considering I have a 600w power supply. The fans on my GPU won't spin plus it glows a blue light. The motherboard is also flashing leds at the top it starts with red, then yellow, white, and finally ends on green and stays on green. The rest of the fans on my computer stay spinning. I took the water cooler off and put my old cpu fan back on.
If anyone could tell me what's wrong with my pc I would be very grateful, instead of me having to buy a whole new setup.

My setup is XFX radeon rx 580, ASUS ROG Strix B450-F, with two 8gb ram and amd cpu.
