Have you ever replaced the CMOS battery since you bought or put the system together? It should normally just bootup with a dead battery, but the CMOS will be reset to defaults if the system was unplugged for longer than 5-10 minutes. Sometimes dead CMOS batteries can cause a system to hang on boot or boot loop on startup. The battery is just a CR2032 for wrist watches or small devices.
If replacing the battery doesn't fix it, how old is the power supply? The PSU could possibly be dying. The other possible issue is the motherboard or other parts are damaged from static discharge with the system on the carpet.
