CPU: i-7 6700k

Ram: rip jaw 4 (2x16 GB)

Power supply: 700 watt vortex

Mother board: ASRock Z170A-X1/3.1 LGA 1151 Intel Z170 SATA 6Gb/s USB 3.1 ATX Intel Motherboard

Sam sung solid state drive: 500 GB

I have replaced all parts except ram so far trying to see what part is bad but I still won't turn on for more then 1 second. All computer repair near me is down due to what's going on. I have built my own PC's before including this one but I just can't figure out what's wrong.

Put it together outside the case. If it doesn’t run there its hardware related. Else it’s your case

was it working before? what did you do change before it stop working?
It's been almost a year but if I remember correctly it worked for a few months (3 to 6 this may not be right I can't remember for sure I changed out the case since I thought it would overheat) then wouldn't turn on like this. It's been so long because I didn't have the money to fix it. I currently have a brand new motherboard and power supply in it. I replaced the cpu with a new one on a new motherboard (current one). Did nothing. I tried new CPU new motherboard and new hard drive and it did nothing. I haven't tried new ram yet.

test with a different psu?
Sorry I forget to mention that I just got a new power supply and tried that and it did nothing. Currently all part are the old ones(from before it broke) except the power supply and motherboard. All tests were done without graphics card. Would a mother board post card help to tell me what's wrong? Maybe it's the case?
