My PC Starts Using 72% of RAM

Can't burn a disc to run memtest. Already tried changing start to 4 on the NDU. And the memory sticks seem to be firmly seated. I have 16 gb of RAM and there's no sign of an anomaly at the task manager. I'm using windows 10.

Be a little more specific with "72%" of ram... 72% utilization?
