My PC won't start. It keeps on going in a cycle of restarting itself.

So, I just build my first PC, and I installed Windows 10 on a SSD. Everything worked great, until I shut it off. When I tried to restart it, it just kept going on restarting itself in a endless cycle. Sometimes, the Gigabyte logo comes up on the screen, but that's it. I've tried to clear the CMOS, but that didn't work. I tried to disconnect ALL USB devices and ALL of my harddrives/SSD, but it doesn't seem to make any differnce. I can post up a video for you to see what I am talking about. The motherboard has these digits that it keeps on cycling through. When the screen is completely black, it stops on 32. When the Gigabyte logo comes up, it shows H9.

There is a bug in Windows 10 that causes it to go into an endless reboot loop. A patch came out to fix it so you might have to reinstall Windows 10 and patch it before restarting. Article linked below about the loop.

Actually, I solved the problem myself. Since it wouldn't get past POST, I simply removed my RAM to just one stick, and then, when it had booted succesfully, I formated my harddrives, since they also had Windows 10 installed onto it. After that I could boot normally.
Having said that, I found a new problem. Whenever I completely shut down the computer (via Windows), the same thing happens. However, now it boots into: ''Boot failure detected''. I can still use the computer normally after that, but it's not normal for it to restart a couple of times before POST and then boot into the ''Boot failure detected''. Du you know anything about that? This does not happen whenever I restart the computer via Windows. Only when I choose ''Shut Down''.
And would you believe it, the same shit's happening again. It doesn't get past POST. WTF is happening?
