Question My pc won't turn on after shutdown

Hello, everyone.


Please help me figure out the problem with my PC. It won't turn on after shutting down—the fans spin for about five seconds and then turn off. However, if I unplug it for more than an hour, it will turn on. But if I restart my PC, it shuts down and won’t turn on again.


I have already tried using a different PSU, reseating the RAM, and replacing the CMOS battery, but the issue remains the same.


Also, if I remove the CPU 4+4 pin, my system or fans will spin continuously, but if I plug in the CPU 4+4 pin, the issue reappears.


PS: I have a new PSU because my old one was broken.


Specs:


  • Motherboard: ASRock B450M Steel Legend
  • Processor: Ryzen 5 3600
  • GPU: RX 580 8GB
  • PSU: 1st Player Steampunk 850W Gold

Please help me.
 
Did you use only the cables that came with the new PSU?

Double check all cable connections to ensure that they are correct and firmly in place.

Another thought being that the problem could be a thermal shutdown. What thermal paste was used and how was the paste applied?

No beep codes or error LEDs? Check the motherboard diagnostics.

Then start at the beginning again to go step by step as if you were first building the PC. Pay close attention to all warnings and fine print.

The CPU and fan connections are provided in Section 2.6 startng on physically numbered Page 28. Look at the cables, the connectors, and the pins.

Details matter.

Hopefully the problem is just some connection related error of omission or commission.

I've already done all of this, but nothing worked. I applied the thermal paste using the common dot method in the center not too much, not too little, just the right amount.

But it's still the same. I wonder if my motherboard is dead or if it's my CPU I can't tell. Every time I switch the power on, the fan spins for a couple of seconds and then turns off. I can't turn it on again unless I unplug and replug the power cord. Even then, it does the same thing it spins for a few seconds and then turns off. However, if I unplug it for more than an hour and try again, it will boot. But after shutting it down, it won’t turn on again.

What is your shutdown procedure?

Is the PSU plugged directly into a wall outlet or are there power strips/surge protectors, a UPS, etc. between PSU and wall outlet?

What other devices are plugged in?

Yes, but after I shut it down, it won't boot again. I have to unplug it and wait a couple of hours before replug and it will boots up.

I used to have an AVR, but for now, I plug it directly into the wall.

For my shutdown procedure, I press Alt + F4 on my keyboard and select "Shutdown." I once tried shutting it down from the panel, but the same thing happened.(Sorry for my English)
