My processor does not reach the max frequency

When I first received my intel i5 4690, benchmarking said it goes up to 3.9GHZ but now it only oges up to 3.8GHZ

3.9 GHz is the maximum speed the CPU will ever run at, but if all cores are being utilized it will be lower.
