[SOLVED] My RTX 2070 SUPER seems to be underperforming compared to others videos and benchmarks

So I am playing modern warfare with my brand new pc and i am only averaging around 100-110 fps, when others that I have seen are averaging 150 fps with lesser quality equipment to back up the gpu. Does anyone know what the problem might be?
My build is a ryzen 9 3900x
geforce rtx 2070 super
32 gb ddr4 3200 mhz
256 gb ssd
2 tb hdd
cooler master ml240l
ASRock B450 Gaming K4 motherboard

Disable vsync in nvidia control panel and ingame to start. You might want to disable or lower some settings under video settings

it did seem to help the fps a good amount, the only thing i am noticing though is that my gpu is only at around 30-50% when running the game
(update: make that 20%, has been around those percentages since i built the pc last week)
