Question My Ryzen 5 7600x is insanely hot

I am in the process of upgrading from a ryzen 5 2600 to a 7600x so i've had to upgrade the motherboard and ram along with it , after plugging everything in and booting it up my idle temps are around 60 celcius and after just launching and sitting in the loading screen of starfield, it shot up to 90. This is with open case no side panels since i was just testing if it booted before continuing with the build.

I've kept the same AIO, the only things I swapped out were the cpu, motherboard and ram. I reinstalled the old components and it is all back to normal again so I'm not sure whats faulty. I doubt its the new ram, could be the motherboard but most likely the cpu? It could also be the AIO, it's just a vetroo 240mm, maybe it doesn't recognise the aio properly? The fans on the aio are lian li al120 so theyre all going into a hub and the other cable coming out of the aio is going into the cpu opt, ive also tried the cpu fan header. The fans are working on the aio i can see that, maybe it could be a pump issue with the b650m aorus elite ax ice? I don't have another am5 cpu or am5 motherboard to further pin point the problem so I was wondering if anyone could give me some advice.

That cooler's TDP of 250W is more than enough for 7600x so it's most probable something is wrong with cooler. Only you can find out what. If it's pump is properly mounted with cleaning and new tim paste, what's left is work of pump and fans. I don't know how they are connected to MB, Usual and best way is connect pump to a header where you can ensure it can be set to run at full speed and radiator fans to CPU_FAN header so they are controlled by CPU temperatures.
I would connect pump to system fan/water cooling pump header, make sure it's set to Wpump and to run at full speed all the time. Not sure about that pump but you should see it's RPM in BIOS at least. If all that is right, pump is running at full speed (you should be able to feel some vibrations if you place a finger on it or can hear some sound) only other option is that pump may be clogged. Also if pump is working properly, one of hoses to radiator should be warmer than other.

That temperature is normal behavior for the 7000 series. It was made to aggressively boost as much as the power/cooling allows it to. The only way to make it go down is to manually set limits in the bios or reduce the max power draw from windows power settings. Also set any game in windowed mode and have your temperature monitoring software open. As soon as you bring that window to the front, even if the game window is open behind it, the temperature will go down.

The game runs at 1440p at 100 fps on the main screen but the active window is HW Monitor on the other screen
