There is no such thing as an overclock device, and you definitely don't need one, you need to underclock to get your current CPU to work properly with your existing board. You're best off trying to underclock through changing your BIOS settings. There is software like AMD Overdrive that you could maybe use, but it tends not to offer a lot of options and may not work all that well. If you're really not comfortable doing any of this, then you're going to have to take your computer to a technician to have him replace the board with something more suitable, or downgrade your CPU to something that has a lower TDP and won't throttle on your existing board.


With lots of players on the server the CPU has a lot of work to do. You are seeing the limitations of AMD. Intel handles these things much better with higher core performance.
 
Before you start sweating hardware, make sure you can get rid of spikes by turning off anti-aliasing and turning detail down to medium. Are you running everything on ultra?
 


I have the same CPU as OP and I know sometimes it has problems with shadows. Most games I'm able to run on ultra with medium or low shadows.
 
Yeah, that board is a problem, it actually doesn't support the FX 8320, its TDP is too high. Your board only supports CPUs with a TDP up to 95 Watts, so the only 8 core CPUs that officially work on your board are low clocked low power versions like the FX 8300, 8310, 8320e and 8370e. You need a new motherboard that can actually handle the FX 8320's power draw. If you need the cheapest option possible, the Gigabyte GA-970A-UD3P will work. Do keep in mind that any AM3+ board with the appropriate power phases is full ATX sized, so if your case can only take MicroATX boards, you will need a new case as well.
