My wireless adapter is not getting full WiFi speeds.

Hello, I have a Cirago WiFi & Bluetooth Combo USB Adapter to allow my desktop to have wireless capabilities. I have had it for a few months now and it was working perfectly, but just recently, it started to become very slow. I pay for a 15 Mb/s down and 2 Mb/s up plan. All of my other devices (Laptop, Smartphone, Xbox) get the expected speed, but my desktop does not. It just randomly stopped getting the expected speed and now does not exceed 1-3 Mb/s. These devices are all located in the same room so its not a bad connection. I have tried uninstalling and re installing the driver, but still no luck. The driver was also updated to a more current one, but it still did not work. Any suggestions???
 
I know its old but that doesn't answer my question. I have never had a problem, within the 5 years I have had 15 mb/s internet, with receiving the full speed. All of my other devices get the full speed besides the desktop, which just recently stopped getting the full speed.
 


I just checked Task Manager, and there is absolutely nothing using my Network. It's at 0%. I would like to add a side note that I did plug this adapter into another computer, and installed the exact same drivers. I then tested the speed from the same spot my desktop was having issues at, and I received 15 Mb/s like it's supposed to. I then plugged it into my desktop again and it only got 1-3 Mb/s. Could this be something in the network settings? I wouldn't think so because I assume uninstalling and reinstalling the drivers reverts the settings back to default, right?
 
Unfortunately I do not have a spare hard drive at the moment, so I cannot try that. I wouldn't think it would be windows because I just reinstalled it a month the ago when I got a new motherboard, but I don't know.
