Question New build - - - VGA LED lights up white and the BOOT LED lights up green-yellow ?

Hello everyone.

I have put together a new computer for my nephew. In other words, all the parts are new.

However, the following happens when I start the PC:
Black screen - VGA LED lights up white & BOOT LED lights up green-yellow, both permanently lit.

PC Specs
MOBO: Asus TUF Gaming B650-E WIFI
CPU: Ryzen 5 7500F
GPU: 16GB XFX Radeon RX 6800 SSWFT 319
RAM: Patriot Viper Venom 2 x 16GB 6000CL30
COOLER: Arctic Freezer 36
PSU: Be Quiet Pure Power 11 700W

I have been trying to solve the problem for more than 7 hours, but to no avail.

I have also tried CMOS reset and re-plugging all the parts several times.
Screen is connected via HDMI. I also tried another screen via HDMI, but to no avail.
DP is not used.
All fans are running, RGB also works.

is hdmi connected to the gpu and not the motherboard?
use the flashback feature to update the bios of the motherboard
