Need a graphics card to POST?

My first build ever will turn on but not post. There is 1 beep as the sound, but no display on the monitor. Monitor is new and works.
The CPU is a Ryzen 1500x
Mobo is Gigabyte AB-350 Gaming 1.0
The 2 8GB ram sticks are:
CORSAIR Vengeance LPX 8GB (1 x 8GB) DDR4 DRAM 2400MHz C16 (PC4-19200) Memory Kit - Black
(CMK8GX4M1A2400C16)
(Which is not on the mobo's QVL)
NO Graphics card has been installed.
The question:
Should the system at least POST with no Graphics card ?
Or is it a memory compatibility issue?

Yes, your system needs a graphics card to post. No workaround to this.
