Hi I need a PC for programming in JAVA, C++, C#, and python.

I can`t afford too much if you just could give me some builds under 1000$.

I will do casual video editing and gaming, but not too often as I play on my PS4.

I DONT NEED A CASE, but i do need a monitor, comfy keyboard and mouse.

1080p 60hz monitor is ok.

If it were me, I'd forgo the expensive keyboard/mouse for now and get the most PC you can, then pick those up down the road.

Here's my recommendation, added basic wireless keyboard/mouse, upped the CPU a bit, added a 280X GPU, XFX PSU, and a bigger 23" IPS monitor.
