Solution
The 2400g will provide more longevity, but the 8400 will provide immediate performance.
16gb is absolutely necessary, i run out with PS all the time
the onboard gpu of the 2400g is pretty much a 1030, so no need, you can just pick up something down the line anyways.
The su800 is a fine ssd, the speed improvement of a 860 or mx500 is minimal unless the 5 year warranty is more appealing, but I'd recommend a 240gb as 120 is a bit tight, a bigger and faster scratch disk is always nice.
Stick with a normal hdd, sshd's are more of a stop gap and aren't worth the premium unless the file transfers are all very small.
chuck 3x4gb sticks in instead of 16gb ram. its pretty much overkill.
include a basic gpu, like an rx560 4gb - they're pretty cheap at the moment.
Use a seagate firecuda instead of a normal hdd, as it really increases ur computer performance.
Also, get a Samsung SSD instead of the ADATA. They offer beetter quality as well as faster speeds and a longer warranty.
Go with the ryzen build.

i think i need 16 gb ram because for now pc i use with 16gb and the usage is 80-90+%
i am not plan to get vga because i only do normal crop or resize image, my work more into use of browser and text editor

That sounds okay then.
You should still get a very basic VGA card such as a GT 1030 or GTX 1050 2gb.
This will enable you to do more tasks down the track.
Ryzen is the best way to go at the moment.
