Need advice. Having problems with my CPU

So I have a laptop with an i7 4710 CPU that is grossly under performing based on a couple of CPU tests I've downloaded and my experience in games. I've checked the BIOS and downloaded the latest Intel drivers. I've made certain that my power settings are set to performance, and cleaned out the dust. The only thing I can think of at this point is that maybe my PSU isn't providing enough power. I really don't know how or have the tools to check that. Do you think it's worth paying the computer repair place to take a look at it before just buying another laptop? Thanks.

In what benchmarks is it underperforming? It is highly unlikely that you will get point for point matches with benchmarks you see online. There is a lot more than just the CPU that creates computer performance. If your computer is booting it is unlikely the PSU. Poor power usually results in random shutdowns or fried chips. Gaming benchmarks are usually much more GPU dependent.
