Need Advice on 4th gen 4790k processor.

I've had a 4790k for the last two years and it's served me just fine in that time. However, I have noticed some things about it that are starting to make me consider an upgrade. For example, in games such as Skyrim, (which I have modded to high heaven) I notice some pretty intense lag in some areas.

For some clarification, I had to download NVIDIA Inspector to limit my FPS to 59, on account of my machine pumping out way more than that and causing some serious physics glitches. So it's not that my system isn't up to running it. I recently upgraded to a STRIX 1080 ti, and it eats any game I give it for breakfast.

These lag problems only seem to happen in areas with large amounts of NPCs, large amounts of particle effects such as smoke, and areas with a good view that push render distance really far. That all screams to me that the 4790k is the problem.

So, I went online and found some good programs and advice on how to overclock my CPU safely, (or as safe as you can be). When running Intel Burn Test and Prime 95, I found that my CPU was punching 80 C at the stock clock speed (4.0). Per my understanding, 15 to 20 degrees below T.J. Max is considered safe. The 4790k's T.J. Max is 100 C.

On overclock attempts, 4.5 proved to be completely terrifying, as temps were steady around 100 C. Quickly dialing it back to 4.3, temps were in low to mid 90s, spiking up to 100.

I'm running a Kraken x62 with four Corsair Quiet series SP 140 fans in push/pull configuration cooling the CPU. Unless I'm either missing something entirely, or otherwise getting something wrong, my conclusion is that I just got a bit of a dud in the silicone lottery.

I've been researching the 8700k as a possible replacement, but most of the tests I've seen show a negligible difference between that and 4th gen processors. However, those competing 4th gens were overclocked.

If anyone has any advice on what I may be doing wrong, or suggestions for a good CPU and corresponding motherboard, I'd greatly appreciate it.

Lastly, I'll quick state a few details that might be relevant. I mostly use the rig for gaming, although I do use programs such as Adobe After Effects and Premiere on occasion. And I am using a 2560x1440p monitor.

I am having the same problem when playing my heavily modded Fallout 4 using the same CPU and gtx 1080.

I found this somewhat informative article comparing the 4770K (which is only slightly worse than the 4790K) and the 7800K:

Personally I think it has to do with Bethesda's Creation Engine which is used in both TES V and FO4.
