Need advice on current Gaming PC

Games I play: Mostly PUBG, FarCry 5 and other less demanding games
The games I play often happen to also be the ones I am lacking in performance...

So pretty much the whole point of this thread is to get advice on the state of my build. I'm not an expert with these things so I thought I'd get expert opinions before I make and decisions with my build.

I'm willing to do anything to get a better experience. Recently my pc just isn't cutting it. Also have been seeing worse improvement recently (thinking about wiping my hard drive, let me know if you think there's much I could do besides that).

Conclusion and Questions:
1) Are there replacements I could make to the hardware in my computer for better performance?
2) Is it a viable option to consider selling parts or the computer itself? Or is that not possible?
3) Also something important to mention. The specific problem I have been having in PUBG recently is a sort of stuttering or frame skipping I believe.. I run the game at pretty good fps but just recently since I got a new 144hz monitor I have been having issues. It seems to constantly skip frames when running about in the game, but frames can drop randomly when looking a certain direction all the way to about 10-20fps. It just seems like I can never get smooth performance out of the game. Similar problems with FarCry5 except I don't really get stuttering but definitely large fps drops. I figure most of these issues could be related to a bottleneck of my gpu?

But also recently I have made changes to my computer such as - updating drivers, disabling prefetch and superfetch services - changing to no paging file (due to having so much ram, again tell me if i'm wrong on assuming these settings are better).

Don't exactly have a budget but I'm willing to put some money into this, if the price is right.

Also I kinda realize building a new pc could be the ultimate answer, again, just trying to lay out all of my options right now.
Side note: I may just use this pc as a streaming pc if I decide to build an entirely new gaming rig, let me know what you think on that if you'd like no worries otherwise.

I5 should be good at running PUBG and Far Cry 5 at high settings because load is mostly on GPU.
But the thing that worries me is that you run 24GB of ram, which sticks are? (eg. 4GB and 2x8GB) as far as i know sometimes if ram is not paired it can cause some issues.
And is that 144Hz monitor 1440P or 1080P? Because higher resoultion less perfomance.
Far Cry 5 has stuttering issue, windowed borderless should fix it kinda (RandomGamingHD source).

So I had two different brands of RAM both are DDR3 but I have 2 sticks of 4GB and 2 sticks of 8GB = 24GB
