1- i need to make sure that everything is good
2-do you think i can get something better with the same price (i can go above my budget )
3-air cooling or water ?
4-can i oc with this mobo and its safe?
5- what is the difference between gpu models like (960 msi) (960 evga)

I'm not the best at telling good builds but will try to help... First split up the RAM to a 2×4GB kit so you can dual channel http://acer.custhelp.com/app/answers/detail/a_id/1664/~/what-is-dual-channel-memory%3F

I am the last person to ask about OC as I don't do it

Difference between brands just means who manufactured the card but they both used the same chipset, you can however buy pre-OC GPU just check the clock speeds and amount of RAM
