2-do you think i can get something better with the same price (i can go above my budget )
3-air cooling or water ?

I'm not the best at telling good builds but will try to help... First split up the RAM to a 2×4GB kit so you can dual channel http://acer.custhelp.com/app/answers/detail/a_id/1664/~/what-is-dual-channel-memory%3F

I am the last person to ask about OC as I don't do it

Difference between brands just means who manufactured the card but they both used the same chipset, you can however buy pre-OC GPU just check the clock speeds and amount of RAM

I may be wrong (I'm more AMD GPU) but I think the 960 is way overkill for 720 I think more like 760 and put what you save towards a SSD Kingston makes budget 120GB ones
