What processor if any can I use with this board that will let me install Windows 11 Pro?
ASRock B450M-HDV R4.03 Micro ATX AM4 Motherboard
Of course if it's possible I'd prefer an APU. I'd rather not shell out for a GPU.

All Ryzen 2000 series, aka Zen2 and up are fully compatible with Windows 11. All Ryzen with suffix G (for Graphics) are so called APU having IGPU built in and output is from MB. Considering weak VRM on that MB, best one would be R7 5700G. Graphics are not great, at level of GTX 1030 or Rx 550.
As far as using that cooler, as long as you kept mounting kit for AM4 and AM5 it should be fine. If not, you can still get it from Noctua.
Ps. To use any Ryzen above first gen BIOS will need to be up to date.

Depending on price
2400g doesn't require bios update. However board may ship with newer bios.
3400g requires bios update
4300g requires bios update
4600g requires bios update
5700g requires bios update

Assuming this is for a second system, as the board listed in your sig is different. You will need a compatible CPU, and possibly a graphics card, to update the bios to a newer APU. For the APU's, as the early ones were a generation behind, you need at least a 3200g. I would probably recommend a 5600g or 5700g though.
