Question Need help disabling Bitlocker

Recently was given a Dell laptop that is bitlocker protected.
Have tried to press F8 in order to reach advanced boot options to bypass bitlocker. That didn't work.

I was wondering if replacing the hard drive and installing Windows 10 would solve it?
