Need help finding/making a software

Hello! I need help finding or making a software that can detect body movement and be able to do something with that information. I.e. I move my arm up, the software detects it, and opens (lets say) google. Is there something out there already I can use? If not, would it be hard to make? How would I make it? etc. Thank you!

P.S. It must be compatible with webcams of all kind. Once again thank you!

xbox kinect has been doing that for years.

I don't know of a complete solution that is already done for you, but with a certain amount of effort, something could be done with OpenCV.

Maybe OpenKinect would be something to look into, I hadn't heard of it until about 30 seconds ago.
