Question Need help for the new project.

Hello Guys i am small it solution provider here in india . I got a project for hardware and software as well . There will be staff of 10 with two head and one owner. First they want thier data to be not in reach of anyone so they want cloud . So when they shutoff pc .and server nobody can access data ,he want that on one click he logoff cloud so nobody knows where the data is. Second Which type of hardware to use server + 12 pc or server with thin client and which type of server to use . So any body can help me here.

What is the budget for this project? Is this a Linux or Windows based environment? Any special software to run?
