Need help for Windows Customization

I want to customize my Windows as well as my desktop. I want to make something simillar to this on my own (the black, transparent explorer, explorer bars and file icons)

How can I achieve this without downloading Alienware packs, and building my own theme from scratch?

I know of Rainmeter, StarDock, and Emerge Desktop, but those are for making little widgets on the desktop, and is not up for this.

EDIT : I want to know how to customize the explorer.exe shell perhaps with text editors.

I apologize for me being not clear on what I want to customize. I believe Rainmeter cannot modify how the Windows explorer.exe shell looks.
