i am beginner for mining eth coin
just started mine by gtx 1660 6G by 24.88 Mh/s
i plan to add a second card "manli RTX 3060 ti 8G"
i am using pc spec like this : CPU :: i5-9400F
M/B :: B365m pro
RAM :: 8x2 ram
Storage :: 1TB HDD x2 ++ 1TB SSD x1
VGA :: gtx 1660 6G
and the PSU "silverstone sst-et650-g"

is save to add 'Manli RTX3060 Ti 8G' as second card ?
i am afraid wattage is short

Mining is rough on GPUs and PSUs.

Start here:

Not with the immediate intent that you need to purchase a PSU.

Use two or three of the listed calculators to determine the power requirements of your build.

Be sure to include all components.

If a component provides a wattage range then use the high end wattage value.

Also do your own manual tally and add 25% more wattage.

Objective is to establish some consensus on the wattage required to support your mining build.

And do keep in mind that a low end (price, quality, wattage) PSU could do more harm than good.
