Solution
I know you are on a tight budget, but sometimes you are better to wait until you can afford a bit better. Games such as Witcher 3 are made for CPUs with more than 2 cores. Also 4GB ram is too low and will slow things down even more. If you spend your money on the system you are talking about you will be looking to upgrade everything in a short period of time. To avoid that, I suggest you look at a i5 cpu, you don't need the 4690K (although it would be nice). Personally I think the 4590 is best value, and get 8GB ram.

Here's a build I threw together. If you don't need the DVD drive I would recommend ditching it, and the case was just the least expensive on this list.

Parts all in all come to $449.92. You might be able to find sales, or bundles that will help with cost.

Unfortunately that build is probably not going to run W3... if you could push around $75 more... This build would be better.

Something to note, this site only uses current hardware, sometimes it is better and cheaper to use an older processor and MOBO but that takes shopping around for availability.

Witcher 3 works at 30 fps with i3 4150 and a gtx 750ti and 4GB ram here

I have nothing at all
as i said i meant 2x4GB ,and I saw a video with witcher 3 running smoothly on i3-4150 here
the r9 280 is 327$ where I am and new egg doesn't ship here (don't know why this card is very expensive here(
750 ti is 157$
r7 265 is 144$
the monitor has a separate budget of 100$
I can cut 30$-40$ and get a smaller one but not 75$
I will be able to upgrade in 2-3 months and add more ram maybe before but I can't delay the whole pc
I know this is too much ,Thanks :)

The 750ti is a good entry, you can find r9 270x online for about the same price and it performs better. I promise you will want the 8 GB of memory. According to GPUBOSS the R7 265 would be the better choice of those two. Good luck.
