Question need help with new PC please

I'm building a PC for my sister for her birthday, we ordered all the parts through PCPartpicker and here is what the build is...

CPU : Intel I5-12400F 2.5 GHz 6-core processor

Cooler : ID-Cooling Pinkflow 55.2 CFM Liquid CPU cooler

Motherboard : MSI PRO Z690-A DDR5 ATX LGA1700

RAM : Kingston FURY Beast 32G (16x2) DDR5-6200 CL40

Storage : PNY XLR8 CS3030 2 TB M.2-2280 NVME SSD

GPU : MSI GeForce RTX 3060 12GB Ventus 3X OC

PSU : EVGA G1+ 650 W 80+ Gold Cert Fully Modular ATX

Case : Apevia Enzo ATX Mid Tower Case

I built the PC and turned it on, all the LEDs kick on and so do the fans, but the EZ Debug LED "CPU" red light comes on solid (not blinking). The PC will run for approximately 30 seconds and shut off and then repeat the cycle on its own. Another thing to note is that there is no beeping. There is also no visuals on any monitor I have tried. However, when I unplug and replug HDMI cables, the screens react. So there is data being transferred. Here is a list of everything I have tried to get it to work.

  1. Resat the CPU and redid the thermal paste.
  2. Double checked every plug-in to ensure solid connection
  3. Tested with the GPU in multiple different PCIE slots. Even tried without the GPU for laughs because nothing else was working.
  4. Resat both RAM sticks and tested with each RAM stick alone in every RAM slot.
  5. I reset the CMOS both through the JBAT1 posts and by removing the battery.
  6. Finally I took every single piece out and reinstalled everything making sure everything was properly sat and every plug-in was fully connected.
I'm completely dumbfounded. Her birthday is in 8 days and this was supposed to be done 2 days ago already 🤣 I've put way more hours into this than needed. If anyone has any insight or advice I greatly appreciate it. Thank you. I would love to get her back on the games she enjoys.

Your cpu does not have an igp so you must have a gpu to get a display.

Thank you for the response, I will begin on this list. Also, it was not tested out of the system because I don't believe I have any tools necessary to test it outside
 
Is there any indication that the CPU cooler is working properly?

I'm not super experienced with AIO coolers, I'm unsure what I can check to for sure see if it's working, I have the radiators and fans on the right side of the case and installed the cpu block. All the LED's and Fans come on. I'm unsure how to test of the radiator and cpu block themselves are functioning properly
 
The cpu led indicates a cpu problem.
It is extremely rare for an Intel processor to be defective, but it can happen.

Take the cpu out of the motherboard and look very carefully at the socket pins. It is very easy to damage one if you had to smoosh the chip around to get it seated. A bent pin can possibly get repaired if you are careful to bend it back with a needle.

On a modular psu, verify that the correct end of a cable is plugged into the appropriate socket on the psu.

Your motherboard has two 8 pin eps sockets. While one may suffice, plug in to both.
Again, be certain that these are eps cables, not pcie cables.

double checked all the pins and nothing is out place and no foreign material in or around the area, I have tried using both 8 pin cpu connectors, tried using each one by themselves, and I confirmed that they are eps cables and I'm still having the same issue
