Need help with x700 video card

your FPS do seem low. but I don't know if it's the video card. your CPU is only 2ghz. games based on the source Engine like HL2 and CS:S are VERY VERY VERY CPU intensive and not so much GPU. most of those games rely on your CPU to do pysichs and stuff. your lag MAY be there. Ditto for the UT2004 problem.
