ATI cards are much better for that price range, the 9800GTX+ is overpriced, the 4830/4850 are better options. Especially if you want to play new games on a 22" monitor, I recommend the HD 4850.

Do not get seagate drives. Get the WD Caviar Black 640gb, its faster and a thousand times more reliable.

Either go bigger or go smaller on the PSU, bigger if you want to sli or xfire, around 750w, or around 500 for a single card. Although if a smaller one is the same price, you might as well get the bigger one.

If you weren't going to xfire, then you could go with a cheaper mobo around $100 without sacrificing quality.

+1 for xthekidx, love your chioce

I agree, the HD 4850 is a good video card. I am going to order it for my upcoming build. My friend has one and is able to play anything he throws at it. Fallout 3 set itself to ultra high with that card.

As for the q6600 v e8400, pure preference. The e8400 has, according to benchmarks, done better in games the q6600 (performance is arguably negligable). If you are planning on multitasking or video editing, definitely the q6600. Personally, I would choose the q6600, it will run games really well while allowing you to multitask.

Duals do better than quads at the same price in games because they can generally reach higher clock speeds, and most games do not take full advantage of 4 cores yet, but are becoming more and more multithreaded so in the near future lower clocked quads may begin beating out duals. That being said, that is an awesome price for the Q9300, and I say go for that. Newegg sells it for $245. I suggest you buy that processor now, don't wait until you have finalized the rest of your build because that deal won't last, and at that price that processor will sell out fast.
