Update as of March 2018, I've decided to switch from LGA775 before making the upgrade changes from this thread, due to my job being rather fruitful, all the info is here. Nonetheless, I'm really grateful for all the replies I've received here. You've all helped me realize a thing or two about building a PC. Cheers!

I wasn't completely sure where to post this, but since everything revolves around the MoBo, I think this is the place.
I would like some consultation (and all the possible tips) concerning an upgrade of my very, very old system that, I have no idea how, has lived up to see this day. I'm a hardcore gamer myself and do still expect some juice from it. I also expect this thread to be active for quite a while as I make my mind up and I need as many ideas as possible.
I will begin with a little bit of introduction of what we're dealing with here.
Somewhere around 2010 my brother gifted this PC to a-very-young-me as he got a new one for himself. I was 14 at the time, and pretty much never cared about what I got as long as I was able to play CS 1.6, Half- Life, Heroes 3, Doom series and other good ol' games.
It has kind of stayed that way since then, even now, in 2017. I really don't play anything else aside from Battle Realms (2001), Left 4 Dead 2 (2012, low-med) and, now, Killing Floor 2 (2016, low tweaked, runs decently or I just have low standards).
So now, at 22 years of age, I surely am getting frustrated with the performance of my rig. Besides, I do want to play a number of titles that are just unplayable on this system.
But the thing is I'm really tight on the budget, mainly because the most part of my money income goes elsewhere and I don't want to spend a lot on the old LGA775 (I'm planning to build another PC in a couple of years or so). Thus I'm looking for the minimum expenses for the maximum profit. After thinking for a while, I can say that I don't exactly look for the cheapest stuff. So give me your best.
Well, finally, let's get down to business. The current rig is:
Case: MidTower
Display: NEC MultiSync 90GX2 (1280x1024, 19").
PSU: Chieftec GPS-350EB-101A 350w.
MoBo: ASUS P5Q SE PLUS (p45 chipset).
CPU: Intel Core2Duo E7300 2,67 GHz (Stock Intel cooler).
GPU: GeForce 9800 GT (512 MB).
RAM: Kingston KVR800D2N6/2G x2 (4GB in total).
Yep, that's quite a looker we got here. Note that I don't generally like the idea of "oh god, go buy a new MoBo you fool", because I'm on a really, REALLY tight budget (as of now at least, and my income is pretty unstable due to the nature of my job), but I would still listen to reasonable ideas.
I need as many advices as possible. All kinds of opinions. About all the upgrade parts. So don't hesitate to put your two cents in.
What do I need from that system after the upgrade?
Playing games like Left 4 Dead 2, Killing Floor 2, GTA V, Witcher 3, Shadow Warrior (modern ones, both of them) on high or above settings (most likely with a 1920x1080 display) with decent FPS (above 30). Also recording gameplay (thus videoediting) and, possibly, streaming.
What is my original upgrade idea?
I've been digging about it for quite some time now, collecting all the data and trying to understand what's best. So let's talk about what I came up with in the end:
MoBo, originally, remains unchanged.
PSU: A 650w PSU that I can get for almost free. It's soon going to be here. Maybe not. Give me your PSU ideas too.
CPU:[strike] It's a tough one. Q(X)9650 / 9770 are too expensive and hard to find hence why I've decided to not go for them. Really want to go for modded Xeons, so instead I'm getting a cheap (used, modded 771 to 775, Chinese) Xeon E5450 (E0 Costa Rica) that I'm planning to OC to 3,6 or 4 GHz.[/strike] Final idea: X5470. 771 to 775 and Bios modification will be in order, so don't worry about its compatibility with this MoBo. If you have any other CPU ideas- I'm all ears.
I really need suggestions about the coolers, because hell, it's gonna heat up like holy fire. Good coolers that are supposed to keep the OC'd Xeon alive at 4GHz or so. I'm not sure about the price range- 30-40$, need ideas, NOT Noctua NH-D14, I really dislike everything about it, mostly its size and price.
Current idea:. Deepcool Neptwin v2

RAM: Planning to make it 8GB+ in total. Finding DDR2 RAM with 800-1000MHz clocks is pain in the arse. I'm not sure what to do here. I ordered 4GB RAM from AliExpress a week ago, its parameters are the same as my current Kingston RAM.
But that's more of a temporary solution. I'm not sure about the difference between 800 and 1000. I will probably change it to something trustworthy in the future and up to 16GB.
I NEED YOUR HELP HERE. I can't find any good GAMING 8gb kits (or single 4gb sticks) of 800-100MHz. By "good" I mean known brands. I didn't think it would be this hard... but it is!
Display: Going for 1920x1080 is tough, even my 1280x1024 is pretty fine for me (Played on 4:3,5:4 my entire life [sad?]).
Additional: Talk about the cooling, the case doesn't have any additional coolers installed. Only two of them now: on the CPU and the GPU. I need some additional cooling for it, provided I plan to OC everything, any suggestions?
Here goes my wall of text. Throw in your ideas about everything, I'm really willing to go through them all. Don't worry about the budget, but keep in mind I don't plan to spend more than 200$ (GPU and DISPLAY are not included).
