and my psu is 850w
gpu is asus 290x

thanks for reading 😀

as the Noctua NH-D14 is such a high quality CPU cooler im going to say that either your CPU's voltage is too high causing it to heat up, you have applied too much thermal paste, the CPU cooler is fault or that your computer case has terrible air flow and always has stale air in it.

if im not mistaken the FX-8350 is stock 1.375v ? if so you can try turning the voltage down to 1.375 to see if that drops the temps a little.

doesn't matter how many fans you have if they are not in a good intake/exhaust alignment.

even if the cooler is brand new it could be faulty.

did those voltages come preset because they seem a little high. Even if they are preset, Try to tone it down to 1.3 of so.

Are you absolutely sure you installed the cooler correctly?
If you overclock could you reset to default settings?

I would like to say that I installed an i7 recently and the first time I installed I put my TX3 EVO on it and while stress testing it with an Intel overclocking program it was getting throttling at 92C.
When I took the cooler off i found out that the cooler had moved a bit when I was pushing the pins down to install it so it had disturbed the thermal paste seal so I removed the cooler then wiped the CPU and cooler clean then installed it again with some cooler master paste this time. I now get a max of 75C on stress test and 63C while gaming.

Check your cooler..
