[SOLVED] Need some serious advice here about rig i should take.

Right now i am thinking to upgrade my rig intel q9550
i think i'll take 1060 6gb, and monitor 1080p from my friend so here the other component i am considering to take the rest of spec would probably like this,

first choice would probably cost $450
i7 4790k
z97
16/ 32gb(cost not included)
550w+

second choice about $300
dual x5675
x8dtl-3
24/48gb
650w+

third choise about $350
i7 3770k
z77 d3h
16/32gb
550w+

fourth choice
Ryzen a bit pricey here (open for advice but in price range of those above)

i know that those are old but i am on tight budget.
the different price would probably $150 or more (a bit tight for me, 4790k is more expensive almost double 3770k price and about triple x5675price)
i would use it mainly for office use, with a little gaming (medium - high 1080p 60fps+ is enough, i like fps+rpg game),
and i also will start learning CAD (mainly composite), sketch up, and 3ds max for my study.
i probably will use it for 3years or more?.
is those spec enough? or should i buy gtx 1070 for 1080p?
which one i should take?
will i have any use for dual xeon, or i would get more benefit from 4790k?
i am not thinking about oc-ing for a while, at least not till this year end.

budget under $500, electricity wise, future proof and another advice is welcome, giving me a long answer for explanation would make me very happy, and i guarantee you that i would read all of it.

If You are not in a hurry, You can wait. But it's always like this with computers: "just wait few more months and the next gen comes out, things will get cheaper". We're talking about low/mid budget PC, it's not that it will drop down more than 15%. Not worth to wait.

Here in Poland it's like:

ryzen 5 2600 - 180$
mobo on B450 chipset - 110$
ram 3200mhz, 16 gb - 140$

It is Your money, You can buy whatever You want, just remember one thing that is almost always true:
"People on low budget can't afford cheap things". Buying used rig is a risk and...
for the price you speak of, I would rather suggest something much more modern, in your price range and will handle pretty much all you can toss at it

how about render performance from i5 8400 vs i7 4790k? (in my country the have same price but mobo z370 is 1,5 price mobo z97, and ddr4 2x8gb here almost same with 3x8gb ddr3+$5)

sorry for asking again, not that i disagree with you but i really need strong reason to make up my mind, i am wavering a lot.

8400 is 6 core, 4790K is 4 cores, z370 means you can upgrade later to I7-8700 for more power/speed, 2x8GB ddr4 2666Mhz = much faster than 3x8GB DDR3 1333Mhz
what country are you in ?

if it is too costly I understand, then I will suggest 4790K system more power for the dollar.

sadly in my country pc parts price is unstable, even 750 ti is $71 here but strangely 760 is $68 (lol)

electricity bill is also, well, yeah, ehem... (maybe thats the reason 760 cheaper here)

mind if i ask you why the dual xeon is not mentioned in your answer?

In this budget, i'd go for Ryzen 2600 and some mid-range mobo.
450$ should be enough for cpu/mobo/ram.

-it's cheap
-it's brand new (warranty)
-it's an upgradable setup (gen 3 comes out this year, You'll be able to upgrade cpu)
-more cores/threads (might be usefull in the future)
-it's not outdated
-it's performance in gaming is kinda similar to 4790k
-it's more than enough for gtx 1060

If You're Intel fan, and You are gaming most of the time, You can take 8400, but i wouldn't.

I'll get psu that have 80+gold certificate, there aro no point of 'normal' psu that doesnt have 80+.

Ryzen 2600 here cost about $215
and for the mobo msi b450m $145
and ram ddr4 16gb 2400hz would cost $135 (32gb about $250)
