[SOLVED] Need to upgrade, dont know where to start because symptoms are confusing.

I picked up Destiny 2 about 2 weeks ago. Playing eater of worlds on the final level there was about 40 enemies within 10 feet of me. I drop to about 30 fps. Rig listed below, but this is the only game that gives me issues playing on max settings. I was thinking maybe cpu because of all the stuff on screen but it might be gpu because its kind of old and lame. rig below.

i can upgrade one or the other, but not both. i have a 240mm corsair aio on the cpu so cooling will never be an issue. i could grab a 4790k for about 150 dollars or a 980 ti for about 200. or maybe i could wait a few months and grab a 1070 for the same? im not looking at a platform upgrade, i wanna stick with 1150
