Networking works only in safe mode Windows 7

Hi everyone,

I had to purchase an external LAN adapter recently due to my onboard lan dying, so when I first plugged it in I had a problem with it not connecting with "unidentified network" showing on a public network.
At first I fixed it by resetting the winsock in CMD with these commands:
netsh winsock reset catalog
netsh int ip reset reset.log

then I rebooted and it worked, however after a day or two this problem has come back, I fixed it again then another day or two and now I am back to square one.

What could I do to resolve this issue?

Unidentified Network is often because your adaptor isn't getting an IP address from the router. You could try setting a static IP.

Is this a USB to Ethernet adaptor? I find those things to be very unreliable from my experience.

I've set a static IP, then I tried going into my normal boot; and entering the same settings but it just says unidentified public network.

I think the adapter is fine, the problem is something isn't linked up properly I think I have a setting which isn't correct, but I am no networking expert so I wouldn't know.

here is my DHCP pool, at the moment there is just my PC, however when I boot into normal mode I get my normal PC (Luke-PC) also another connection as "unknown" which is the same PC but with a different IP and different MAC address.it also is on Ethernet 4 not 3 yet it is the same PC?
