Have you thought about splitting your requirements? Getting a NAS to be your PLEX server and a laptop for watching/browsing?

All the builds listed above are from a gamer's perspective. The 3400G build is what I would pick from the choices presented. But a 1TB SSD and no 8TB media disk? Not a PLEX build. The 8700 build has better balance. It has an HDD (but just a 3TB) and it has an optical drive. I would think an optical drive would be a requirement for a media oriented build.

I use my current 3700x rig for streaming via PLEX to 2 1080p HDTVs and it works Great.
So I can strongly recommend an AMD 3700x based build for streaming via Plex.

But it is way more performance and expense than is required. An i3 or a 3400G would be plenty of CPU. Commercial NAS units do it with Celeron CPUs.

There is plenty of wiggle room to $1k to add storage.

That's true, I was streaming from my B450/Ryzen 5 2600 rig and that worked well if I was only web browsing while streaming.
But I also play AAA single player games and encode videos pretty regularly on my PC so upgrading to the 3700x made sense for me.
I can now stream to both TV's while gaming or encoding without any stuttering.
When I tried to game and stream or encode with my 2600, I got occasional stutters in my encodes and games and lag when streaming.

This is actually for my brother but he wants an all around PC build that can handle alittle of everything but not focused on gaming, and that can support Plex very well
He wants an optical drive to rip his DVDs and blurays

Then a 9700k (8 cores / 8 threads) based system would most likely be what he would want to get very good performance while doing multiple tasks.
Just know that you can get the same (or even better) performance from a Ryzen 7 3700x for less money.

I would suggest at least a GTX 1660 Ti or even better a RTX 2060 Super or RTX 2070 Super.

If that puts you too far over your budget you could get a Ryzen 7 2700x (for about $160) and a good B450 MB (for about $120).
That wouldn't perform as well as a 3700x but it is still pretty fast.

Yeah he's not going to be playing any games on it at all actually, I just needed to find a video card for graphics since there's no integrated graphics in the processor
