New and weak vs old but gold?

Hey guys im sorry if im doing anything wrong but this is my first post here. I just wanted to as a few questions so lets start shall we?

1st: I bought a gigabyte GTX 750 ti before a month and i gained perfect overclocks 175 MHz core clock and 450 MHz memory clock ,however im struggling on buying a CPU. I dont have the money to buy a new 4670k because in my country its unimaginable however i found a person selling one second hand for more than twice lower than the original price , however im not sure because it`s still a second hand . When i asked him questions about it like why is he selling it did he overcklock it he just said no and that its his job selling hardware.
My other choice is a cheap 860k which is perfect for my budget .

My components are GTX 750 ti , athlon x4 740 (never buy this cpu) , Corsair VS650 got it for the same price as VS 550 so i said why not, 8 gigs of ram with no brand and i will buy a Asus z87 motherboard if i get the i5 4670k and one last thing is that i just refuse to get a dual core CPU because you see the 740 not a true quad core but has only 2 physical and i do a lot of multi-tasking so i do not need a dual .

The x4 860k will not be much different from the x4 740, though you should see a good increase in performance if you overclock it.

The i5 will perform much better but personally I would never buy a used CPU, especially since it is an unlocked K one. For all you know it has been heavily overclocked for the past 2 years and it will not last you very long.

See if you can get a i5 4440 and a H81 motherboard, these are often cheap options but perform very well.
