New build error "Reboot and select proper booting device"

Hi, I keep getting the "Reboot and select proper boot device" regardless of what I've done so far. This problem hasn't changed in the slightest after everything I've tried. I've tried switching the boot order, I've tried switching around the SATA cables, I've tried connecting it to another computer and nothing has changed. I've had the HDD replaced once and repeated everything else above, but the error remains. Here's my build.

I want to note that I've taken the optical drive from my previous build to install the OS on this one and I received the same error before on the previous build which was easily fixed by replacing the HDD and everything used to install the OS, I'm trying to use here. The case is different now and I don't know where to go.

Ummm... if its an empty hard drive then thats why it cant boot. Did you install windows on it...? You want to boot to the cd to install windows not the HD.

Well, that's the problem, I'm trying to install windows on the hard drive, but it looks like it's not recognizing any of it, leaving me stuck at that error.

You dont see the hard drive when your pc posts? So youre booting to the windows disk and when you go to select the HD/partition theres nothing?

When I look at the boot priorities, both the HD and optical drives are listed as options. It doesn't take me to installation when I try to boot from either one, it just takes me straight to that error and no further than that.

Is it a legit windows disk? If you have the disk in the drive you should be able to boot to cd hmmm

The strange thing, is that the CD was recognized with no problem on my previous build after swapping partitions not too long ago. So I don't understand why it's not recognizing it this time with the same CD and reader.

Well this is a work-around...

Download the win7 iso and set it up on a bootable usb stick.

what motherbd do you have and which sata ports are the dvd drive and hdd plugged into

Some motherboards with UEFI settings can't read windows disk so if you have an option in turning it to Legacy boot settings in the BIOS Settings it would be good.
