New build error "Reboot and select proper booting device"

Hi, I keep getting the "Reboot and select proper boot device" regardless of what I've done so far. This problem hasn't changed in the slightest after everything I've tried. I've tried switching the boot order, I've tried switching around the SATA cables, I've tried connecting it to another computer and nothing has changed. I've had the HDD replaced once and repeated everything else above, but the error remains. Here's my build.

I want to note that I've taken the optical drive from my previous build to install the OS on this one and I received the same error before on the previous build which was easily fixed by replacing the HDD and everything used to install the OS, I'm trying to use here. The case is different now and I don't know where to go.
 
When I look at the boot priorities, both the HD and optical drives are listed as options. It doesn't take me to installation when I try to boot from either one, it just takes me straight to that error and no further than that.
 
The strange thing, is that the CD was recognized with no problem on my previous build after swapping partitions not too long ago. So I don't understand why it's not recognizing it this time with the same CD and reader.
