Question Will upgrading my PSU stop noise from PSU fan (9070xt upgrade)

I installed my Red Devil 9070xt today (3 8 pin connectors), and it runs like a champ. I've undervolted it by -60mv, and it runs stable/cool while drawing a maximum of 350 Watts. My CPU (5800x) while gaming, draws in a max of about 95 watts. I have 4 case fans, 1 m.2 drive and 2 SSD drives.

I've upgraded from an xfx merc 6800xt (2 8 pin connectors)

My PSU is an EVGA Supernova G3 Gold 850 watt.

My issue is that previously, I was never able to hear my PSU fan. Or at least not to the point that I noticed it. With this new card, it gets pretty loud after being under load for about 2 minutes. To the point that it's annoying. (yes, I am sure it's the PSU fan)

Now, I know that Power Color is recommending a 900w PSU, but my power draw is way below that, and the CPU that Power Color is using for that reference is far more power hungry than mine.

My question is, will upgrading to a 1000 watt PSU stop this noise?
 
Hey, I noticed that you undervolted your GPU to make it running cool, but have you checked you VRAM's temperature? 9070xt red devil's VRAM temp would boost up to 90 degrees by default, and once you undervolted your GPU, the fans would spin slower, and the temperature of VRAM will be worse.
Spend 5 minute to check your VRAM's temp please!
