Question New build --- gaming performance is below my expectations ?

Good evening guys,
I have been doing research online trying to optimize the performance of my PC. The benchmark results are okay but the performance in games is below my expectations and capabilities of my hardware.

My setup:
Motherboard: GIGABYTE B550 Gaming X V2
CPU: Ryzen 5 5500 3.60 GHz
GPU: Radeon RX 6600XT 8GB PowerColor - The card is seated into PCIE 4.0 slot
RAM: 2x8GB GOODRAM 3200MHz
SSD: Samsung 980 1TB
Power Supply: SILENTIUMPC Elementum E2 550W 80 Plus
Operating system: Windows 10 Pro

I am using a 100Hz monitor - Lenovo G24e-20 23,8'' and playing on 1920x1080 resolution.

What I have tried already:
  • Used DDU and reinstalled the drivers/ I also tried using AMD Clean up to do the same
  • I tried using AMD Software Adrenaline and Pro versions
  • My BIOS is up to date
  • I am using the Ultimate Power Plan - it did not yield much results
  • Prevented Windows from automatically updating my drivers
  • Did some tweaking in the Adrenaline AMD software concerning max fan % and max power supply of the GPU %, I also tried increasing the minimum MHz of the GPU but it also did not yield any results.
I am thinking that the issue may be on the hardware side but everything was installed carefully and properly.

I am attaching the Benchmark tests I did but I want to stress that the issue occurs in games like CS:GO (150-250 fps) and League of Legends where I get around 100 fps which for me is not enough taking into account the setup. Honestly I am losing hope on how to fix that, if anybody has any solutions I will be gladly to try them. I can also still return the hardware I bought if there will be such necessity.

I opened CS:GO and LoL and in CS:GO I didn't notice much of an improvement but in LoL the FPS were steady at 200-300 range. At the very launch of a game in LoL the FPS were at 500-700 but they went down in a several seconds. I suppose it can be because it is an easy game to play and GPU does not need to stress? Should I use afterburner to check GPU usage inside the games? I am checking out Hogwart's Legacy now

I did as you suggested but there still was a background 33% usage of CPU. However I looked into the task manager and there % did not match. I have also tried playing Hogwart's Legacy but the game automatically set my graphics settings to Low and it seems that I can't change them. However at low settings I get constant 120 - 140 FPS gameplay.

Those results look much better. That should help a lot.

As stated above, why is there 35% background usage?

It should have however I did not see much of an improvement. Can it be that a GPU finds CS:GO and LoL not that hard to run and doesn't utilize its max potential? It might sound weird but it bothers me as my friend plays on a 1070 nvidia card and manages more FPS

I'm not sure what you have running in the background. Show a screenshot of the processes in task manager.

A small bump up next step go to the mobo site and update the bios and also check if the chipset driver is current.
 
I'm not sure what you have running in the background. Show a screenshot of the processes in task manager.
I checked task manager and with everything closed CPU sits at 1-3%. During the benchmarks I monitored the CPU and GPU usage and while they were being benchmarked they achieved ~100% in the task manager. Even though the userbenchmark shows around 40% of CPU usage in the background it was not visible during the test and therefore I assume I did not influence the results.

I am downloading the chipset driver app from AMD website to check if everything is up to date. Used it to update the chipset now I went go Gigabyte website and manually downloaded the newest F16b update from 23/02/08. After that I will update you on the results with userbenchmark and in-game performance.

In Hogwart's legacy there was no difference. Nevertheless, should I worry about this performance? I guess the games run smoothly and maybe there is no problem to resolve? What's your opinion guys? Honestly, I am getting tired of trying to achieve more FPS.

Since I don't game I'll leave that for others.

Going back to ubm if you are rebooting/waiting/running ubm with the browser closed you have a lot of stuff loading at startup with 5GB of ram usage.

Make your startup group skinny.
