New build, HDD is not recognised

I just finished building my first computer and everything is working fine, except that my HDD (a 1TB Seagate Barracuda) is not being recognised. I installed it correctly along with an SSD, installed Windows 10 on the SSD, but Windows cannot identify any storage device other than the SSD. The HDD does not show up in my motherboard's BIOS either, while the SSD does. However, a program called Speccy DOES identify my HDD as available storage device along with my SSD.

The SSD is brand new, but I reused the HDD from my old computer. It was working fine before I removed it, and I wiped all data on it using DBAN. Is there anything I need to do before Windows can recognise the HDD as a storage device?
