New build HELP!!

I just built a new PC system today. with the componants below. When I start the PC I get no beeps and all case fans start apart from the Xigmatek fan and gfx card fan. It then stays there doing nothing till I switch off. The phase LED on the mobo is all full too. I am thinking it is a DOA mobo.
I tried taking the mobo out of the case and trying to see if it beeped with just the RAM and CPU in but still nothing. Also tried with only one stick of RAM in all possible sockets.
Please if you could confirm or advise.

4GB Coaisr XMS2 800mhz RAM
Intel Q6600
Xigmatek S1283 cooler
Geforce GTX260 gfx
Coasir 650w PSU.
